To the legislators sworn in on Monday: Congratulations and welcome to Sacramento. Hey, sorry about that mountain of manure sitting on the Capitol steps. The heap is called the state budget deficit, and you will be issued a shovel next week. By the way, a decent place for breakfast and lunch recently opened across the street. Jump Start Café, operated by Coffee Works in East Sacramento, offers fresh-roasted coffee, house-baked pastries (try the excellent cream scone with strawberries and white chocolate), hand-cut French fries, bottles of California wine, grilled panini and rib-eye steak. The owner is a former legislative staffer who was involved with an FBI sting operation that sent legislators and lobbyists to the federal pokey a few years back.
