The phrase “frozen custard” has something of an old-fashioned, Midwestern air, reminiscent of a vintage children’s book or a treat enjoyed by Judy Garland in Meet Me in St. Louis. But all that is changing with the recent opening of the sleek and modern California Chill in Elk Grove, which serves up rich frozen custard in innovative combinations and with an array of toppings, such as mint Oreos and Ghirardelli chocolate sauce, that you wouldn’t have found at an old-time Midwestern fair. (There’s also a nondairy flavor of ice or sorbet daily.) Owner Joseph Piazza did five years of research and development to make the perfect creamy treat for the sundaes and blends on offer at the shop.
