installment in our yearlong investigative project, Fatal Encounters. In
this one, we look at the Reno Police Department's Mobile Outreach Safety
Team, a squad designed to help troubled people before they're in a crisis
situation. Also in this week's paper, Ashley Hennefer looks at a

ballot inititiative designed to add to school funding, and Brad Bynum
