In front of the Sparks theaters, workers plug away at changes to the area, popular for its children’s play fountain. The area will become less open with the addition of an “Avenue of the Oaks,” additional landscaping and lighting and, ultimately, multi-level buildings containing 171 condos and townhouse-style residences to lure more retail shops.
