Billboard ruling
In Reno, billboard companies are arguing that when they replace one billboard (traditional) with another billboard (digital), it is merely an improvement of the original (traditional) structure. The point is important because Reno voters banned new billboards but allowed repair or improvement of the old billboards.
In Minneapolis the same issue was addressed in 2008. Ramsey County District Judge J. Thomas Mott ruled that replacing a traditional billboard with a digital billboard is “an enlargement and an expansion,” not an “improvement.” He ordered Clear Channel Outdoor Inc. to take down a billboard it installed without permission two years earlier.
