Reforming democracy with less democracy

The following measures are under consideration at the Nevada Legislature:

• Assembly Bill 570 would make the city attorneys of Reno and Sparks appointive (by the city manager in Sparks, by the City Council in Reno). Sparks voters have twice rejected such a change.

• Senate Joint Resolution 2 would make members of the Supreme Court of Nevada, members of any state appeals court that may be created in the future, and state district judges appointive by a nominating panel and the governor instead of elected.

• Senate Joint Resolution 4 would make the members of the Nevada Board of Regents, which govern higher education institutions, appointive by the governor. Voters rejected the change 23 weeks ago.

• Senate Bill 540 would allow voters to continue electing members of the Nevada Board of Education but would make the board advisory.
